Employment Networks

Ticket to Work Basics

The ultimate goal of this program is to reduce reliance on Social Security disability benefits and to promote increased self-sufficiency for beneficiaries with disabilities through work.

Centers for Independent Living: Opportunity for Success as Employment Networks

As an Employment Network, you can derive income from doing what you already do best, which is to help people with disabilities get back in the rhythm of daily life, and that includes going to work. If you offer any of the services listed here or if you are interested in partnering with someone who does, you could be tapping into a potential source of revenue from the Social Security Administration’s Ticket to Work (TTW) Program.

New Service Delivery Model under Ticket to Work Program

Under Social Security’s Ticket to Work program, a person with a Ticket may choose between being served by a provider approved by SSA to function as an Employment Network (EN) or being served by the State Vocational Rehabilitation (VR) agency. However, the Ticket to Work and Work Incentives Improvement Act of 1999 permits VR, on a case-by-case basis, to choose between seeking compensation under the traditional Cost Reimbursement system or one of the two EN payment options under the Ticket to Work program (i.e., Outcome or Outcome-Milestones).

NEW Ticket to Work Regulations

Social Security has issued new regulations that significantly improve the Ticket to Work Program. These changes expand the choices available to Social Security beneficiaries with disabilities who want to enter or reenter the workforce, and facilitate a wider array and better coordination of the services and supports available to beneficiaries. With increased support, a better payment plan, and incentives for partnering with State Vocational Rehabilitation (VR) agencies, the new regulations provide service providers and employers with terrific opportunities to become Employment Networks (ENs) and start incorporating the Ticket into their business practices.

Turning Diversity into Dollars…The Benefits of Hiring Workers with Disabilities

The Social Security Administration (SSA) pays benefits to qualified people with disabilities under two different programs: Social Security Disability Insurance and Supplemental Security Income. More than 11 million Americans are receiving these monthly benefits and many of these beneficiaries want to work.
